Where's the doubt in that? When Tier -1 cities like Mumbai, Delhi, Chennai etc don't have such a system and they aren't even paper plans to build it , what hope do Tier -3 & 4 cities have? If the latter get it by 2070-80 they can consider themselves fortunate.That it may take more than just a few decades to get to that point.
If that's the sign of a developed nation, then you may be waiting some time. Even tier 3/4 cities in the UK don't have adequate flood defences. There's absolutely no hope that the rest of your little towns & counties will get it. You're on your way down. Whereas we're on our way up.
