I think in these very series of articles there was a quote by the CMD admitting that HAL wasn't developing an IN version of the MRH & that HAL would understand if the IN went abroad to source their requirements. However, the NUH was a different story according to him, your statement of 2011 & it's veracity notwithstanding.

HAL chairman said the navy version is doubtful. (Probably because of funding not because they can't or want to.)

HAL is looking at 325 to 350 IMRH, excluding the Navy component, “which is doubtful,” as per Madhavan.

But what is the point? six years down the line new NMRH would be in the advance stage (IMRH just started flying) then HAL guys would come in and claim they can modify IMRH rotor to fit in the navy requirements.

It is surprising that HAL has retorted in this manner. With conviction I can say that HAL dragged the issue of NUH (naval utility helicopter) for a number of years after it failed to meet NASQRs (naval air staff qualitative requirements) in 2003. HAL must also be reminded that in 2011 they gave in writing that they (HAL) cannot meet the NASQRs of NUH, since they cannot manufacture auto blade folding mechanism.

Well, then it's the duty of the MoD to sit down & mediate between IN & HAL on the NMRH to prevent a recurrence of the NUH episode & the consequent bad blood. But, as usual all parties will be fast asleep & will wake up at the eleventh hour to provide us with another episode of Big Boss.

It is observed that the first SP model for C-295 is yet to take off even after several years. With a small production run of about 50+ aircraft, large investments in plant and equipment, the time frames envisaged for the ROI, it is not very difficult to figure out what would be the price of C-295 made in India as a multiple of the imported flyaway cost.
How does he not know C-295 tender is older than the SP model !.

For NUH development, we have to wait till Jul 2022 as said by Arup Chatterjee in Tarmak talking
In the navy case it's not only a Helo that is searched. It's a weapon system, with radar, sonar, buoys, tactical fight software. It's a litlle bit more complex as a whole sytem (and not the superposition of all these capacities).
This is where HAL is short.

Leasing option is a disaster.
It depends on what equipment is essential for your armed forces and whether you can afford them. When you can't afford to pay to purchase an essential equipment, you look for the next best option, which is either to lease it or live without it. We need to choose the better of the evils.
