Yes, you are correct. It's a liquid propellant-based, very accurate missile with a CEP of 1 meter. It can be used as an antiship missile, which is stationary at that moment. Not sure if they have added any seeker to it .
Pralay has a mmW terminal seeker which theoretically makes it capable of being used in the AShBM role. Its our equivalent of the US PrSM.

prithvi was maneuverable , I think there was specific description of marv type. The first variant had 6 different trajectory built into it and later likely got expanded when Dhanush came out so won't surprise me.
